This Master Plan is a community-informed roadmap. It outlines the path forward in transforming the Niagara District Airport from a general aviation hub into a modern regional gateway that supports both Niagara region residents and the 13 million tourists who visit Niagara each year. The intent is to bring commercial passenger flights to the region, and to unlock significant growth in Niagara’s tourism industry.

Redevelopment of the Airport, located in Niagara-on-the-Lake, is projected to generate more than $1 billion in economic output and bring more than seven million passengers through the region over the next 20 years. Several upgrades to the Airport terminal building and grounds are necessary to support the growth outlined in the plan. This includes additional parking, extending the main runway and terminal building, and establishing Canadian Air Transport Security Authority and Canada Border Services Agency amenities.

In 2024, the Airport supported 119 jobs, $9.6 million in wages, $15.2 million in GDP, and $32.7 million in economic output. By 2045, with an expected 574,000 annual passengers and over 51,000 flights annually, the Airport is projected to support 507 jobs, $40.3 million in wages, $69.3 million in GDP, and $157.6 million in output. The construction program itself is projected to generate over 1,100 jobs and nearly $400 million in output, with almost 90 per cent of those benefits staying in Ontario.
