This study report outlines the unprecedented and growing costs of homelessness in Ontario to individuals, families, communities, and governments, and charts a collective path forward. More than 80,000 Ontarians were known to be homeless in 2024, a number that has grown by more than 25% since 2022.

The Association of Municipalities of Ontario (AMO), the Ontario Municipal Social Services Association (OMSSA), and the Northern Ontario Service Deliverers Association (NOSDA) partnered to commission the study. All 47 municipal Service System Managers in the province participated in the research project.  The study quantified current and projected homelessness; identified and costed provincial-level solutions to achieve functional zero by 2030 (as defined by the Canadian Alliance to End Homelessness’s Built for Zero initiative); and identified the investment gap between current and required funding across all government levels.
