This policy brief aims to assist the Indigenous community in informing Niagara and its decision-makers of their visions for housing and in identifying persistent barriers.

A community-driven research project brought together Indigenous leaders in the Niagara region advocating for Indigenous-led housing solutions with researchers at Brock University. A total of 90 Indigenous community members in Niagara shared their housing experiences in 2024, and Indigenous community members verified the report in 2025.

The researchers present recommendations based on conversations with members of the Indigenous community in Niagara, and a review of other reports and additional research. Recommendations are broken down by the Regional, Provincial and Federal levels of government, each of which has an important role to play in supporting the leadership of the local Indigenous community. Together, the recommendations reflect the concerns of Indigenous Peoples in securing safe, affordable and culturally appropriate housing.
