This plan sets a 5-year strategic direction for Niagara Region as a Service System Manager
under Ontario’s Child Care and Early Years Act, 2014. The plan aligns with Niagara Region
priorities to achieve the best possible outcomes for children and families in Niagara. Pillars of
the plan include:

Through community engagement, feedback was provided by more than 3,300 individuals, including:
– 2,612 Parents and Caregivers
– 563 Licenced Child Care Staff and Operators
– 31 Licensed Home Child Care Providers
– 45 Early ON staff
– 102 Children’s Services Staff (including directly operated child care sites)
– Niagara Region Women’s Advisory Committee
– Niagara Region Diversity, Equity, and Inclusion Committee
