The following resources were developed through the Navigating the System: A Gender-Based Violence Perspective project as part of a toolkit to help make Niagara’s gender-based violence (GBV) system more understandable, consistent, and easier to navigate. Grounded in local system mapping, lived-experience insights, and cross-sector collaboration, the tools translate complex research into clear, practical supports that can be used by survivors, service providers, and community members in real-world situations.

These tools are for people experiencing or at risk of gender-based violence, as well as service providers, volunteers, community organizations, educators, and informal helpers who may receive disclosures and are wanting to support someone navigating safety, health, legal, or social services in Niagara.

Each resource can be used on its own, but they are most effective when used together. Collectively, they support safer disclosures, clearer pathways, and more coordinated responses, helping to reduce confusion, duplication, and missed connections within the GBV system.

Community Partner Decision-Support Tool
This visual tool is designed to support safe, informed responses when someone discloses GBV in a community or service setting. It helps users identify key considerations, such as immediate safety, consent, children or dependent adults at risk, health or mental health needs, and legal or justice pathways, while also pointing to appropriate specialized supports in Niagara for specific needs.

Use this tool as a guide to help structure conversations, clarify responsibilities, and make thoughtful referrals. It is not meant to replace professional judgment, but to support trauma-informed, consent-based decision-making for people who may encounter those disclosing GBV but are not formally trained in providing referrals for those services specifically.

 

“Where to Get Help” Brochure by CEVAW
This resource is intended for people experiencing violence, or for those supporting someone who may be at risk. It provides simple, practical steps for safety planning, along with clear information about crisis lines, shelters, and supports available across Niagara.

Use this tool to explore options, prepare for emergencies, or connect with help when it is safe to do so. It can be shared discreetly and used at an individual’s own pace.

 

Community Organization Reference List
This download-only companion resource offers a structured list of GBV-related services and supports across Niagara, including crisis response, health, legal, housing, and culturally specific supports.

Use this tool to support referrals, follow-up, and coordination across organizations, or to help individuals identify services that best match their needs, identities, and circumstances.
